Singapore’s Health Sciences Authority (HSA) and the Hong Kong Department of Health (DoH) have signed a Memorandum of Understanding (MOU) to enhance cross-border cooperation in healthcare regulation. The agreement, signed on 13 August 2025, reflects both jurisdictions’ commitment to safeguarding public health and ensuring the quality, safety and efficacy of health products.
Key Areas of Collaboration
The MOU covers a wide spectrum of health products including pharmaceuticals, medical devices, advanced therapy products and traditional medicines. It also extends to regulatory oversight of tobacco products and vaping devices.
Under this agreement, both agencies will exchange regulatory expertise, share best practices, and collaborate on training and joint projects. This includes staff exchanges, participation in international meetings and scientific conferences, and the development of joint initiatives to address emerging regulatory challenges.

The MOU was signed at Singapore’s Ministry of Health College of Medicine Building by Dr Chua and Dr Ronald Lam, Director of Health at Hong Kong’s DoH. The ceremony was witnessed by Singapore’s Minister for Health and Coordinating Minister for Social Policies, Mr Ong Ye Kung, and Hong Kong’s Secretary of Health, Professor Lo Chung-mau.
